Functions of RTO Kolkata

The Regional Transport Offices in Kolkata have several roles and responsibilities related to transport and vehicle-related services. Given below are some of the major functions of Kolkata RTOs:

  • Vehicle Registration: According to the Motor Vehicles Act, all motor vehicles need to be registered under the Regional Transport Office of that particular city or region in order to travel freely in the state. It provides permanent registration of the vehicle along with a unique vehicle registration number.
  • Driving License Issue: There are various kinds of driving licenses that are issued by the RTOs of Kolkata, and among them are the learner's license, driver's license, international driving permit, and conductor license. Citizens of Kolkata can apply for the licenses either by visiting the nearest RTO Office in Kolkata or through the official portal (https://sarathi.parivahan.gov.in/).
  • Pollution Under Control Certificate: According to the Motor Vehicles Act, every motor vehicle is required to abide by the environmental rules and carry out pollution tests. The Kolkata RTOs conduct pollution checks for vehicles and provide pollution under-control certificates after inspection.
  • Road Tax Collection: The Regional Transport Offices of Kolkata also collect road and other taxes from motor vehicle owners for the state government.
  • Transfer of Vehicle Ownership and RC: The ownership of a motor vehicle can be transferred through one of the RTOs in Kolkata. 
  • No Objection Certificate (NOC): It also provides no-objection certificates for ownership transfers if the vehicle is transferred from the current Regional Transport Office to another.
  • Issuing Road Permits: It also provides permits for commercial, goods, and tourist vehicles to travel throughout the state, inter-state, or nationwide.

Process of Vehicle Registration at RTO Kolkata

  • Visit the nearest Regional Transport Office in Kolkata along with all the required documents such as your ID proof, address proof, vehicle's sale invoice, Form 20 (application for registration), and Form 21 (sales certificate from the dealer).
  • Schedule an appointment for the vehicle inspection. An RTO officer will examine your vehicle's chassis number, engine number, and other details to ensure they match the documents.

  • Form 22: This is a form that includes the applicant's statement of conformity with environmental and safety regulations, as well as roadworthiness.

How to Apply for a Driving License through RTO Kolkata?

In order to apply for an RTO Kolkata driving license, you will have to follow the steps that are mentioned below:

  • Step 1: Visit the official Kolkata RTO website
  • Step 2: Choose ‘Governance Services’, and click on ‘Driving license’. Now, select the kind of license you are applying for.
  • Step 3: On the next page, click on the ‘Driving License Application’ link. You will now be directed to the Parivahan website
  • Step 4: Choose the category of your license.
  • Step 5:  On the next page, enter the ‘State’ name and select the license category. If you are applying for a driving license, you will have to enter the ‘Learner’s License Number’. 
  • Step 6: Upload the essential documents, such as address proof, ID proof, date of birth proof, and Learner’s License (if required).
  • Step 7: Book an appointment for a driving test (in the case of DL).
  • Step 8: Pay the fees for the license application.
  • Step 9: After the payment, your slot will be confirmed.
  • Step 10: Once the driving test has been cleared successfully, your license will be delivered to the registered address in Kolkata.
