There are over 32.7 million registered motor vehicles in Uttar Pradesh, and to enforce the motor vehicles Act, the  Uttar Pradesh transport department has set up 77 active RTOs throughout the state. The UP RTO undertakes the role and responsibility of issuing driver's licenses, registering motor vehicles, collecting road tax, maintaining traffic rules, and much more. 

RTO Uttar Pradesh also functions virtually through the official portal - http://uptransport.upsdc.gov.in/ to cater to the needs of the citizens. This post covers the functions of RTOs, the vehicle registration process and the associated charges.

Major Functions of UP RTO

UP RTOs has several different functions, and the primary duties are mentioned below:

  • Registration of Vehicles:

- The issue of a new registration certificate.

- Temporary RC book for vehicles and NOC to transfer vehicles.

- Process to transfer ownership.

- Vehicle renewal registration certificate.

  •  Permit Issuance:

- Issue national permits and state-level permits.

- Permits for light goods, local goods, auto rickshaws, heavy goods, and more.

- Renewal of applicable permits for motor vehicles.

- Taxi and tourist permits.

  •  License Issuance:

- Issue of a learner's license and permit.

- Issue of driver's licenses in India and internationally.

- Issue of conductor license.

- Renewal of licenses.

- Conducting practical exams and online exams for a license.

  • Fees and Taxes:

- The collection of tax from individual citizens or motor vehicle owners.

- Payment of road tax online and offline.

- Collection and issuance of license, permit, registration, and application fees.

  • Pollution Control:

- The issuance of certificates for CNG and LPG vehicles.

- PUC insurance and certified testing conduction.

  • Motor Vehicle Inspection:

- The regular checkpoints for vehicle entry and exit in UP to make sure the vehicles will comply with the required conditions.

Uttar Pradesh Vehicle Registration Details and Process

Here are the steps for the Uttar Pradesh vehicle registration process:

  • To register a vehicle in Uttar Pradesh RTO, complete the application form or Form 20 and submit it to the Transport Department. Form 20 can be collected from the RTO or downloaded from the official RTO Uttar Pradesh website (http://uptransport.upsdc.gov.in/).
  • The applicant must submit the sales certificate, the roadworthiness declaration, attested copies of car insurance papers, address proof, vehicle chassis number, and other relevant documents.
  • After this, the vehicle will be inspected by the RTO officials.
  • After successful inspection, a Vehicle registration certificate (RC) will be provided for the vehicle.

Documents Required to Register a Motor Vehicle in RTO UP

  • Application form or  Form-20 
  • Form-21 (For Sales verification)
  • Vehicle roadworthiness certificate
  • Pollution Under Control (PUC) 
  • Vehicle Insurance Certificate 
  • Address Proof: Ration Card, Voter ID Card, Aadhaar Card or Passport
  • Three passport-size photographs
  • Temporary Registration Certificate

How to Transfer Uttar Pradesh Vehicle RC Ownership?

  • Visit the Ministry of Roads, Transport, and Highways portal at https://parivahan.gov.in/parivahan/.
  • Select "Online Services" from the drop-down menu.
  • "Vehicle Related Services" should be selected.
  • Fill in your "Vehicle Registration Number"
  • Click the "Proceed" button.
  • Select Miscellaneous.
  • Fill in your "Phone Number"
  • Make an OTP
  • Select "Show Details"
  • Select "Transfer of Ownership" from the "Application Selection" menu.
  • Enter all of the information, such as the New Owner's name, current address, permanent address, insurance information, and so on.
  • Pay the fees online by selecting "Payment" from the menu.
  • Both parties must attest to the copies of the documents.
  • Bring the original Registration Certificate, a copy of the insurance policy, the PUC, and any other papers to the RTO.
  • Once these papers are verified, the new registration certificate will be forwarded to the buyer at his provided address.

How to Transfer Another UP RC to Another State?

When changing the ownership transferred from another state, you will be asked to get the NOC from the UP State RTO and the below-mentioned documents to transfer the vehicle ownership to the new state:

  • Address Proof
  • PUC Certificate
  • Insurance Certificate
  • Sales Letter
  • Registration Certificate
  • Fitness Certificate
