To register a car in Odisha, the following documents must be presented:

• Form 20 of the RTO Application System.
• The automobile dealer issues a Sale Certificate (Form No. 21) to document the transaction.
• Consider the evidence.
• Custom bills must be submitted in the case of imported autos.
• The automotive manufacturer issues a Roadworthiness Certificate (Form No. 22).
• If the vehicle is manufactured, use Application Form No. 22-A.
• Vehicle registration is only valid for a limited time.
• The original invoice for the vehicle.
• Certificate of insurance for a motorbike or car.
• If the vehicle was bought in another state, the road tax receipt must be presented.

There are 2 main methods in order to apply for the license, and it has been listed below:

a) Online Driving Licence Apply Odisha

1. Visit the e Vahan Odisha (https://parivahan.gov.in/parivahan/).
2. Locate and select Online Services from the home screen.
3. Select Driving License-associated Services from the drop-down menu.
4. Select Odisha.
5. Select Apply for a Learner's Licence (LL).
6. Choose a date for the learner's permit test.
7. To acquire the paperwork, go to the RTO and pass the LL test.
8. Once obtained, you must wait 30 days before applying for a driver's license.
9. Return to the Parivahan website and apply for a permanent driver's license.
10. Fill up your application and attach all relevant documentation.
11. Choose a driving test date and pay the required fees.
12. Visit the local RTO to complete the driving test.

A surveyor/officer will be stationed at the RTO to evaluate your driving abilities. After passing the driving exam, you must go to the biometric round, during which the officer will collect your biometric information. The RTO will transmit the DL to your location after the process is completed.

b) Offline Driving Licence Apply Odisha

To apply for a driving license in Odisha, follow the procedures below:

1. To obtain the application form, you must go to the RTO. You could also get the application from the Parivahan Seva website(https://parivahan.gov.in/parivahan/).
2. Submit the filled form together with the relevant papers.
3. Select the slot for the learning license test. 
4. Attend the exam and submit your application.
5. You will be given your LL once you have passed the test.
6. Select your DL driving test date from the list.
7. Submit the form with the appropriate fees.
8. For your driving test, go to the local RTO.

An RTO employee will accompany you to the RTO for the driving test to examine your driving skills. Once they are pleased, they will proceed with the biometrics and mail the driving license to your registered address.
