RTO Gujarat

Gujarat is a state of over 6 crore people, and nearly half of this population owns vehicles. To serve in terms of transport and govern the motor vehicles department, the State has 38 RTOs (Regional Transport Offices). These Gujarat RTOs follow the structure and workflow of the regional transport authority to keep a comprehensive database of motor vehicles registered in Gujarat.
The primary goal is to serve and enforce the rules and regulations that have already been outlined in the Motor Vehicles Act. To accomplish this goal, it has also established an official portal (rtogujarat.com - RTO Gujarat Website) to cater to varied requirements online.

Role of RTO Gujarat

To ensure that the services related to motor vehicles in Gujarat are given efficiently, the Gujarat government has established Regional Transport Offices all across the state.

It undertakes varied functions, including registration and maintenance of vehicle data plying in Gujarat and issuing driving licenses. Adding to this, GJ RTO is also responsible for carrying out pollution inspections and fitness checkups.

Services Offered by RTO Gujarat

It offers a set of varied services. The primary threefold services are:

  • Ensure that the terms of the Motor Vehicles Act of 1988, the Central Motor Vehicles Rules of 1989, and the state motor vehicle guidelines are appropriately enforced.
  • To levy and take taxes in accordance with the Motor Vehicles Act of 1988.
  • To assist in the growth of road transport by administering the necessary licence and permits.

Registration of a New Vehicle with the Regional Transport Office of Gujarat

Registration of a vehicle is one of the most major tasks undertaken by the RTO; here is the process that you would have to follow to get it done in Gujarat:

  • Step 1: You will have to get Form 20, fill it and submit it to the authorized executive.
  • Step 2: Submit the required documents with the fees.
  • Step 3: The motor vehicle will be inspected, and if all of your papers are right, the registration will be allocated.
  • Step 4: The vehicle registration information will be informed via SMS or email.

Many automobile owners prefer their personal registration number over the computer-generated registration number. When a new registration number series is opened in an RTO, allocation is done through an auction.

Registration numbers that have not been assigned to anyone are sold for a price following the auction. The fee for two-wheelers is Rs.1,000, and the fee for four-wheelers is Rs.5,000.

Process to Apply for a License with RTO Gujarat

Here's how to submit your DL application in Gujarat online.

  • Step 1: Visit the Parivahan Sewa website(https://parivahan.gov.in/parivahan/).
  • Step 2: Navigate to the "Online Services" menu and select the DL Services option.
  • Step 3: On the redirected website, select "Gujarat" to access the Learning License application area.
  • Step 4: Complete your application, upload the relevant documents, and pay the application fees. 
  • Step 5: Schedule the Learning License permit test and keep it for at least a minimum of 30 days before applying for the DL.
  • Step 6: Return to the RTO portal and apply for permanent DL as an applicant with Learning License.
  • Step 7: Finish the paperwork and pay the fees to get a preferred time for the driving test.
  • Step 8: Print off the receipt and bring it to your RTO driving test.
  • Step 9: Finish the process and wait for the DL to be dispatched.

When you finish the procedure, your application is sent for verification, and the DL is mailed to your home address.

HSRP for Vehicles in Gujarat

As per the new regulation, the Ministry of Road Transport and Highways has made it compulsory for all 2 and 4-wheelers that were sold before 1 April 2019 to have High-Security Number Plates (HSRP) affixed to the respective vehicles.

With an HSRP Gujarat number plate, it becomes much easier to recognize the stolen vehicles having duplicate number plates. The Gujarat residents can buy or apply for an HSRP through local RTOs, authorised auto dealers, or even online by visiting http://www.hsrpgujarat.com/.

Once applied, the application can be tracked on the same online portal.

Transferring Ownership of the Vehicle through Gujarat RTO

  • Forms 29 and 30 must be submitted. A pencil imprint of the chassis number must also be added to the form.
  • If the vehicle's ownership is being transferred owing to inheritance, Form 31 must be submitted to the authorities.
  • If the vehicle's ownership is being transferred owing to public action, Form 32 must be completed.
  • Along with Form 29 and Form 30, a vehicle insurance certificate, R.C., PUC certificate, and an identity document must be attached.

Endorsing the Hypothecation Agreement

You will have to submit Form 34 with an imprint of the chassis. Along with this, the original PUC and R.C. book certificates must be submitted.

Terminating the Hypothecation Certificate

You will have to submit form 35, which needs to include the imprint of the chassis. Along with this, the original PUC certificate and R.C. book need to be submitted.
