The state’s Regional Transport Offices are located in several district/subdivision headquarters and provide computerised services for licenses, registrations, permits, etc.

• License Issuance: It includes learner, permanent, renewal, duplicate, class license additions, and international driving permits.
• Registration - It offers registration for Trade Certificate, Temporary Registration, Permanent Registration, Renewal, Duplicate, Ownership Transfers, Address Change, Reassignment, HP Endorsement, HP Termination, Fresh RC, No Objection Certificates, Diplomatic Vehicles, Number Reservations, Registration Codes, State, District, Vehicle Categorization, Registration Display.
• Permits Issuance: It issues permits for Autorickshaws, Motor Cabs, Luxury Cabs, Maxi Cabs, Buses, Radio Cabs, City Cabs, Prepaid Taxis, Private Service Vehicles, Education Institution Buses, Stage Carriage, and Goods Carriage Permits.
• Taxes - Collecting Quarterly Tax, Lifetime Tax, Green Tax, Countersignature Tax, Short Term Tax, Composite Tax, Border Tax, and researching Tax Exemptions.
• Fees for Licence Collection, Pollution Testing, Registration, Permit, and Model Approval.

Based on the Motor Vehicles Act, a vehicle owner in Andhra Pradesh is required to register his vehicle.

Section 39 of the Motor Vehicle Act of 1988 stipulates that no individual may operate his motor vehicle unless it is lawfully registered with the RTO. To register a vehicle in Andhra Pradesh, gather the documents listed below-

• Form 20: It must be filled out to apply for car registration
• The vehicle's sales certificate, Form 21, must be presented
• PUC authorization
• In the event of an imported automobile, a Customs Clearance Certificate is required
• Documents proving age and address
• Certificate of insurance for a vehicle
• The applicable fee and road taxes must be paid
• Photographs in passport size
• Design clearance from the State Transport Minister (SIT) is required for trailer or semi-trailer registration.
• A temporary registration number

The vehicle registration number is granted after the above-mentioned documents are verified. The registration certificate is issued within a stipulated period after the date the number is issued.

Follow the points that are outlined below to apply for a driving license in RTO Andhra Pradesh online-

• Step 1: Navigate to the Andhra Pradesh Transport Department's official website (or https://sarathi.parivahan.gov.in/).
• Step 2: Select the 'Permanent license' option from the 'Licensing' menu.
• Step 3: Select the 'Fresh Driving Licence' option.
• Step 4: Fill out the application form with your information, such as your birthdate and learner's license number, and attach any necessary papers.
• Step 5: Schedule a driving license test appointment.
• Step 6: Take the test at your nearest RTO.
• Step 7: Your driving license will be mailed to your registered address if you pass the test.

The below-mentioned documents are essential to apply for a driving license in Andhra Pradesh: 

• Age verification, such as an Aadhar card or a birth certificate
• Utility bills, Aadhar cards, and other forms of address evidence
• Form 1A: Medical certificate to be presented by applicants above the age of 50
• Application Form 4 (General use)/Application Form 5 (Commercial use)
• Learner's permit
• Passport-size pictures (minimum 3)

If a certain vehicle owner is selling his vehicle, they can transfer the ownership (the AP transport RC card) by submitting the documentation listed below-

• Forms 29 and 30: They are used to apply for vehicle transfers
• Form 31: It is required in the event of a vehicle transfer owing to inheritance
• Form 32: It is required in the event of a vehicle transfer by public auction.
• Original car chassis number imprint
• An affidavit stating the vehicle's sale and acquisition
• If the vehicle is transferred from another state, the original registering body must issue a NOC
• If the car was purchased on loan, a NOC must be obtained from the financer
