RTO Assam

Regional Transport Offices are set up to undertake operations and services such as registration, license issue, tax collection, and much more. The RTO Assam is one such establishment to take up these services in the region of Assam. Individuals of Assam can register motor vehicles, get licenses, pay taxes, and more through the RTOs that are set up throughout the state. People can also visit the Vahan Assam (http://transport.assam.gov.in) to avail of services online.

Functions of RTO Assam

The Assam RTO office performs the following functions:

  • The RTO office in Assam issues and renews driving licenses, as well as international driving permits.
  • In addition to issuing driving licenses and renewing them, it also issues conductor's licenses.
  • The Assam RTO website accepts online permit applications and also assists with a vehicle objection system on Assam RTO Online services.
  • A fitness or NOC is a government-issued certificate that certifies a vehicle is fit to travel on public roads.
  • The Assam (AS) RTO also handles motor vehicle registration.

Assam Vehicle Registration

An application for registration will be asked to be submitted to the District Transport Officer within seven days of the vehicle's delivery date, excluding the period of commute. Vehicles can also be registered and delivered to the owner via government-approved dealers.

When a car manufacturer merely delivers a chassis, and the owner later constructs or attaches the body to the chassis, a temporary registration is performed. Section 43 of the Motor Vehicle Act of 1988 provides for a one-month interim registration until the body is created. If necessary, the registration certificate might be extended.

Documents Required for the Vehicle Registration

  • Sale Certificate in Form 21.
  • Certificate from the manufacturer in Form No. 22.
  • For ex-army vehicles, the original sale certificate is in Form 21.
  • Temporary registration.
  • Proof of address.
  • Customs clearance certificate for imported vehicles.

How to Get a Driver's License from RTO Assam?

  • Go to parivahan.gov.in.
  • Select 'online.'
  • Choose Assam as the state name.
  • Click on 'Apply online,' then on 'New driving license,' and finally on Continue.
  • Enter your learner's license number and birth date.
  • The form can then be filled out and provided online.
  • You can proceed by uploading the documents, your photo, and your signature and paying the costs online (check with your state to see whether this option is available).
  • Print copies of all documents provided.
  • A unique application number will be assigned.
  • You must then go to the RTO with your original documentation.
  • After the paperwork has been verified, you must schedule your driving license exam.
  • You may see if you can book your DL exam appointment online at parivahan.gov.in.
  • Attend the test on a particular date and time.

Documents Required to Apply for a Driver's License from Assam RTO

Here are the documents required for an Assam driving license:

  • Three current passport-sized pictures.
  • A medical certificate proving your physical fitness is required.
  • PAN, Aadhaar, voter's id, and other forms of Identification are acceptable.
  • Proof of address, such as ration card, registered rent agreement, passport, and so on.
  • Proof of age, such as a school leaving certificate, birth certificate, and so on.
  • A guardian's consent letter is required if you are under the age of 18.

How to Transfer Ownership (RC) of a Motor Vehicle in Assam?

AS RTO can also transfer ownership in the following three scenarios:

  1. Normal transfer: The transferor must disclose changes in ownership to the RTO in which both the transferor and the transferee reside.
  2. Vehicle purchased in a public auction: Application form 32 and certificate or order copy signed by the person allowed to conduct the public auction must be submitted within 30 days after possession.
  3. Death: The successor can only utilize the vehicle for three months. However, within these three months, the following documents will be required:
    Application form 31, legal heir certificate, and affidavit.
