Chennai is the sixth-most popular city in the country, which has fast-growing motor vehicle users. The number of motor vehicles registered in the city has increased over the years. Therefore, there are 14 RTO Offices in Chennai that are established by the state government. RTO Chennai Offices are administrative offices that regulate, manage, and function as per the rules and terms of Section 213 of the Motor Vehicles Act, 1988. 

Chennai RTO Offices comes under the jurisdiction of Tamil Nadu and is responsible for issuing permits, driving licenses, vehicle registration certificates and all other transport-related services. Some of these RTO services are also provided online through the official RTO Chennai website.

Roles and Responsibilities of RTO Chennai

Given below are the major functions and responsibilities that are performed by the Regional Transport Offices of Chennai:

  • Motor Vehicle Registrations: Motor vehicle owners can register their new and used motor vehicles with the Regional Transport Offices of Chennai. Any changes in the vehicle registration details, such as updation of address, vehicle ownership transfer and addition/removal of vehicle hypothecation, can also be done through the Regional Transport Offices of Chennai. 
  • Issue of Vehicle NOC: The Regional Transport Offices of Chennai also provides a No Objection Certificate (NOC) for a vehicle. It can be used to register a motor vehicle in a different state other than Tamil Nadu.
  •  Vehicle Fitness Certificates: The RTO Chennai also provides motor vehicle owners with Pollution Under Control (PUC) certificates and vehicle fitness certificates after conducting pollution checks and vehicle fitness.
  •  Issuance of Permits: The Regional Transport Offices in Chennai also provide several permits for state, interstate and national transits for all commercial and tourist vehicles.
  •  Issuance of Driver's License: Various kinds of driver's licenses are provided by the Chennai RTOs, such as learner's license, driver's license and international driver's permit. These licenses can be availed offline through the nearest RTO office in Chennai or even through the Chennai RTO website (https://sarathi.parivahan.gov.in).
  • Road Tax Collections: The Chennai Regional Transport Offices are also responsible for the collection and implementation of various road taxes in the city.
  • Re-Registration of Vehicle RC: As per the Motor Vehicles Act, one needs to renew/re-register their vehicle registration after a period of 15 years. Therefore, all vehicle owners should apply for renewal of vehicle registration certificates through the RTOs of Chennai. 

Vehicle Registration Process in Chennai Regional Transport Offices

There are mainly two types of registrations that are provided by the Chennai Regional Transport Offices: Temporary Registration and Permanent Registration. A temporary registration is valid for 7 days and can be extended up to a period of one month. After this, the vehicle owner must apply for a permanent registration through RTO Chennai, which is valid for a period of 15 years. 

In order to register a motor vehicle through RTO Chennai, one can follow the steps mentioned below:

  • Step 1: Visit the nearest RTO Office in Chennai along with your new vehicle.
  • Step 2: Fill out the vehicle registration application form or Form 20. Attach all the essential documents that are required to register the vehicle under Chennai RTO.
  • Step 3: Once your documents are submitted and approved, you can pay the registration fees at the counter.
  • Step 4: Your vehicle will be further inspected by an RTO officer.
  • Step 5: After successful verification and approval, the vehicle registration will be completed. The Regional Transport Office will provide a unique registration number for your vehicle.

How to Apply for a Driver’s License through Chennai RTO?

As mentioned above, the Regional Transport Offices of Chennai provide various kinds of driver's licenses, and in order to apply for a driver's license, you can follow the steps that are mentioned below:

  • Step 1: Navigate to the Chennai RTO website (https://vahan.parivahan.gov.in) and click on the services option. 
  • Step 2: Under services, choose the type of license that you want to apply for.
  • Step 3: After that, you will have to fill out the application form and provide the required documents. In the case of a driver's license, you will have to book a slot for the driver's test.
  • Step 4: In the case of a driver's license, you will have to take the driving test.
  • Step 5: After passing the driving test successfully, the license will be delivered to the registered address within 30 days.
