RTO Form 21 - Sale Certificate

RTO Form 21, also known as the Sale Certificate, is a mandatory document required for the transfer of vehicle ownership in India. It acts as proof that the seller has legally transferred the vehicle to the buyer and received the sale consideration.

Any individual selling a registered motor vehicle in India must obtain and submit RTO Form 21 along with the transfer application. This applies to all types of vehicles, including cars, motorcycles, scooters, trucks, and buses.

  • Prevents Misuse and Fraud: The sale certificate helps prevent misuse and fraudulent activities. It provides a clear record of vehicle ownership, making it difficult for someone to claim ownership of a vehicle falsely.

Form 21 of the RTO includes details about both the seller and the buyer, as well as the vehicle. Some of the key information that are included in the form are:

  • Details of the seller: Name, address and contact information.
  • Details of the buyer: Name, address and contact information.
  • Vehicle details: Make, model, registration number, chassis number, engine number, fuel type, and year of manufacture.
  • Sale consideration: The amount paid by the buyer for the vehicle.
  • Date of sale.

How to Download Form 21?

The following are the methods for downloading the RTO Form 21:

Step 1: Visit the Parivahan website.

Step 2: Select 'Informational Services' from the navigation tab. 

Step 3: Select 'Downloadable Forms' from the drop-down menu, and then select 'All Forms.' 

Step 4: Select ‘Form 21’ from the list of available forms. 

Step 5: You can then download the RTO Form 21 PDF, print it, and fill it out with the essential information before bringing it to the local RTO and submitting it along with other supporting documents.

How to Fill the Form 21 Sale Certificate?

The form is divided into two sections: one for the buyer's personal information and one for the details of the sold vehicle. You can fill out an RTO Form 21 by following these steps:

  1. Begin by entering the vehicle's brand name, followed by the delivery date and location.
  2. When filling out the form, give your name, father's name, and age in section 1 points 1, 2, and 3. Make a note of your present temporary or official address in points 4 and 5, as well as the length of your stay there.
  3. In point 1, describe the vehicle's class in section 2. 
  4. From point 2 to point 10, write down the manufacturer's name, chassis number, engine number, and technical specifications for the vehicle, such as body type, vehicle type, brand name, date of manufacture, number of cylinders, horsepower, cubic capacity, wheelbase, chassis number, engine number, seating capacity, fuel, and unladen weight.
  5. If you're registering a transport vehicle, such as a truck or a tempo, you must supply technical information under point 11, such as axle type.
  6. Mention the colour of the vehicle body, the gross weight, and the type of vehicle body in points 12 to 14.
  7. The form can be completed by adding a signature from the vehicle's maker or dealer in the bottom right corner.

  • ID proof of the owner
  • PAN of the owner
  • Loan application (approved)
  • Address proof of the owner
  • Passport-size photos of the owner (recent)
