Why is buy/sell not allowed in certain stocks?

This could be because of multiple reasons:

-If the stock is Yes Bank, there are govt restrictions on the sale of the stocks
-The stock may be under surveillance by exchange
-There is no liquidity for the stock - only limit orders allowed; market order not allowed
